The project plan has to be created. It shall contain:
- an initial effort estimation (as well as effort estimation of the iterations)
- iteration planning (which is firmly given from the time/date point of view)
- assignment of different milestones to different iterations
- rough assignment of different functionality to the iterations.

At the end the project plan shall be stored under DMS and shall be reviewed by the whole team.
