Additionally, "global" tags could be implemented, which can only be added and edited by administrators, but are visible to all users.

In r:8416dae7 only versions can be tagged, we also need tags on system level.

The tags set on versions should be aggregated on the system level, in different colour/... than tags set for the system itself.
